When is an amnesty not an amnesty?

When Ritchie gets involved:

of course we should encourage people to come forward and pay their tax. But there has also to be justice. So interest has to be paid. And penalties have to be settled. If not, we undermine the willingness of all honest taxpayers to make proper settlement in the future.

So we want to encourage tax evaders to hand themselves in, but we'll charge them the full amount of interest and penalties.

I don't suppose that offer will have too many takers, eh? That's not an amnesty, that's called "doing what we already do".
